In 1997, the US Department of Justice and FEMA, the Federal Emergency Management Agency published this self-study course with this cover. Only the North Tower of the twin towers of the World Trade Center has a mast. The crosshairs are uncannily accurate as to the location the first plane hit the WTC.

I think it was a made-up Tero and there was no plane. They used Computer Graphics, Pre-made "Live" Image, Perjury, Group Mind, etc. Why is the document shown now? The reason might be to make ppl like me believe that it was a real Tero and the planes really hit WTC.
